Creates the Warehouse Pollution Reduction Act, requiring the Illinois EPA to establish a qualifying warehouse review program within 12 months for facilities 30,000 square feet or larger, or operators controlling 500,000+ square feet statewide

Mandates construction permits for new or modified qualifying warehouses with conditions including zero-emission vehicle readiness and buffer requirements near sensitive receptors such as schools, hospitals, daycare facilities, and overburdened communities

Requires warehouse operators to submit certified annual reports disclosing location data, ownership information, truck trip counts, EV charging stations, and any labor/health/environmental violations

Establishes annual emissions-reduction targets aligned with Illinois's goal of net-zero greenhouse gas emissions by 2050, with a points-based system for air-pollution mitigation measures and mitigation fees for non-compliance

Authorizes citizen suits for enforcement, allows recovery of attorney's fees, imposes civil penalties for violations, and creates the Warehouse Pollution Management Fund for fee collection and distribution to affected communities
