Requires all local public bodies (municipalities, school districts, special districts) to adopt minimum responsible bidder standards for public contracts within 180 days of the Act taking effect

Bidders and subcontractors must certify they are authorized to do business in Illinois, registered with the Department of Revenue and Department of Employment Security, and maintain required workers' compensation and liability insurance

Bidders must comply with state and federal labor laws including the Illinois Prevailing Wage Act, participate in U.S. Department of Labor-approved apprenticeship programs, and not be on any state or federal debarment lists

Local public bodies that fail to adopt compliant procurement policies become ineligible for state capital or construction project funds during the period of noncompliance

Local governments may adopt additional standards beyond the minimum requirements, and home rule municipalities cannot regulate public contracting inconsistently with the Act
