Expands the definition of "public body" under both the Open Meetings Act and Freedom of Information Act to include nongovernmental organizations that receive the lesser of $10,000 or 20% of their funding from the State.

Requires qualifying NGOs to comply with open meetings requirements, including public notice and access to meetings where a quorum discusses public business.

Subjects qualifying NGOs to Freedom of Information Act requests, making their records related to public business available for public inspection and copying.
