Expands the definition of "public body" under both the Open Meetings Act and the Freedom of Information Act to include nongovernmental organizations that receive the lesser of $10,000 or 20% of their funding from the State.

Requires qualifying NGOs to comply with open meeting requirements, including public notice and access to meetings where a quorum discusses public business.

Subjects qualifying NGOs to public records disclosure requirements, making their documents available for inspection and copying upon request.

Amends 5 ILCS 120/1.02 (Open Meetings Act) and 5 ILCS 140/2 (Freedom of Information Act) to implement these changes.
