Counties, townships, and municipalities are prohibited from enacting or enforcing "anti-growth laws" that explicitly limit population growth or cap the number of residential development/building permits issued per year.

Two exceptions allow anti-growth measures: following a Governor-declared disaster (limited to 24 months in any 5-year period), or to provide for extension/acquisition of public infrastructure, services, or water resources.

Local governments retain authority to regulate land use, develop land use plans, enact housing affordability requirements, regulate short-term rentals (under 30 days), and deny individual permits for specific reasons.

Home rule powers are limited, preventing home rule counties and municipalities from regulating property in ways inconsistent with these provisions.

Effective immediately upon becoming law.
