Appropriates $8.64 billion total for the Illinois Department of Central Management Services for fiscal year 2027 (beginning July 1, 2026), with $2.88 billion from General Funds and $5.76 billion from Other State Funds.

Allocates $4.8 billion from the Health Insurance Reserve Fund and $122.4 million from the Group Insurance Premium Fund for state employee health care and life insurance coverage under the State Employees Group Insurance Act of 1971.

Provides $140 million from the Workers' Compensation Revolving Fund for administrative costs and claims for state agency and university employees.

Appropriates $315 million from the Facilities Management Revolving Fund for facilities management, and $84.6 million from the State Garage Revolving Fund for state garage operations.

Dedicates $34.8 million for converting the state vehicle fleet to zero-emission electric vehicles, including $24.8 million from the State Garage Revolving Fund and $10 million from the Energy Transition Assistance Fund.
