Appropriates $2,510,821,600 total for the Illinois Department of Children and Family Services for fiscal year 2027 (beginning July 1, 2026), with $1,668,497,400 from General Funds, $826,507,600 from Other State Funds, and $15,816,600 from Federal Funds

Allocates $997,498,400 from General Revenue Fund for regional grants-in-aid, including $395,104,000 for foster homes and specialized foster care, $288,016,200 for institution and group home care, and $198,821,600 for adoption and guardianship services

Provides $554,325,900 from the DCFS Children's Services Fund for additional foster care ($290,437,000), family preservation services ($44,166,400), and institution/group home care ($93,831,300)

Reappropriates $100,000,000 from the Build Illinois Bond Fund for Level of Care Support Services, subject to written Governor approval before any contracts or obligations

Funds specific programs including $35,000,000 for Comprehensive Community-Based Youth Services, $62,246,500 for protective/family maintenance day care, and $20,698,000 for the Department Scholarship Program
