Appropriates $3,833,423,768 total for the Illinois Department of Commerce and Economic Opportunity (DCEO) for fiscal year 2027 (July 1, 2026 - June 30, 2027), comprising $90,988,300 from General Funds, $2,154,622,419 from Other State Funds, and $1,587,813,049 from Federal Funds.

Allocates $76,000,000 from the Cannabis Business Development Fund for administrative costs, awards, loans, and grants for cannabis business development programs.

Provides $51,610,200 from the Tourism Promotion Fund for the Office of Tourism, including $44,000,000 for domestic and international tourism advertising and promotion.

Appropriates $325,000,000 from the Federal Workforce Training Fund for the Workforce Innovation and Opportunity Act and other workforce training programs.

Designates $312,000,000 from the State Small Business Credit Initiative Fund for contracts, grants, loans, investments, and administrative expenses supporting small business development programs.
