Appropriates $10.6 billion total for the Illinois Department of Human Services for fiscal year 2027 (July 1, 2026 - June 30, 2027), consisting of $6.9 billion from General Funds, $1.7 billion from Other State Funds, and $2.0 billion from Federal Funds.

Allocates $1.2 billion from General Revenue for the Home Services Program providing in-home care for individuals with disabilities.

Provides $337.5 million for income assistance programs including Temporary Assistance for Needy Families ($219.9 million), Aid to Aged, Blind or Disabled ($35.5 million), Illinois Welcoming Centers ($37.6 million), and Immigrant Integration Services ($38 million).

Appropriates $109.2 million from the Old Age Survivors Insurance Fund for the Bureau of Disability Determination Services operations, plus $25 million for grants to disabled individuals.

Includes $25 million for Access to Justice Program grants ($12.5 million each to West Side Justice Center and Resurrection Project), $20 million for state facility repairs, and $53 million for Mental Health and Developmental Disabilities projects.
