Appropriates $5.78 billion total for Illinois Department of Transportation ordinary and contingent expenses for fiscal year 2027 (beginning July 1, 2026), with $5.76 billion from Other State Funds and $14.9 million from Federal Funds

Allocates $967.4 million from the Road Fund for department-wide personnel costs, including $595.9 million for personal services across 9 districts and central administration, plus $278.7 million for state employee retirement contributions

Provides $10 million for consultant services to assist with the transition from the Regional Transportation Authority to the Northern Illinois Transit Authority

Includes $122.8 million for metropolitan planning and research purposes, with $96.2 million contingent on federal government or local funding availability

Funds various highway safety and maintenance programs including $11.3 million for the IDOT ITS Program, $6.5 million for STARCOM radio communications, and $5.5 million for highway safety media campaigns
