Appropriates $1,946,612,623 total for the Illinois Emergency Management Agency and Office of Homeland Security for fiscal year 2027 (beginning July 1, 2026), comprising $27,747,500 from General Funds, $619,453,700 from Other State Funds, and $1,299,411,423 from Federal Funds.

Allocates $500,000,000 from the Disaster Response and Recovery Fund for disaster response and recovery expenses, including prior years' costs.

Provides $600,000,000 from the Federal Aid Disaster Fund for State administration of the Federal Disaster Public Assistance Program and $252,000,000 for federal disaster mitigation programs.

Funds radiation safety and nuclear emergency preparedness programs, including $19,581,600 from the Nuclear Safety Emergency Preparedness Fund for radiation safety operations and $6,500,000 for remote monitoring systems and replacement of aging lab and field equipment.

Appropriates $2,000,000 for planning and developing a statewide emergency broadcast system, $1,500,000 for a Mississippi Water Commission Southwest Illinois Levee Systems Study, and $100,000 for the Illinois Civilian Cyber Auxiliary.
