Appropriates a total of $88,662,601 to the Illinois Board of Higher Education for fiscal year 2027 (ending June 30, 2027), consisting of $60,637,601 from General Funds, $22,525,000 from Other State Funds, and $5,500,000 from Federal Funds.

Allocates $7,000,000 for Mental Health Early Action on Campus Act grants, $6,000,000 for the Grow Your Own Teachers Program, and $2,500,000 for student retention programs addressing basic needs insecurity and homelessness prevention.

Provides $10,000,000 from the BHE State Contracts and Grants Fund for the Community Behavioral Health Workforce Education Center.

Funds nursing workforce initiatives with $1,500,000 for competitive grants to increase graduating nurses and $800,000 for nurse educator fellowships to supplement faculty salaries.

Appropriates $25,409,600 from the Education Assistance Fund and $5,925,000 from the IMSA Income Fund for the Illinois Mathematics and Science Academy's operational expenses, including personal services, contractual services, and equipment.
