Reappropriates funds from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for capital projects for fiscal year beginning July 1, 2026, with projects to be reimbursed from tax-exempt bond proceeds.

Provides grants for local infrastructure including $150,000 for Hidden Lakes Shelter (Will County Forest Preserve), $250,000 for City of Lockport's 8th Street pedestrian bridge replacement, and $1,189,860 for Bluff Road reconstruction in DuPage Township.

Allocates funds for community facility improvements including $225,000 for Instituto Health Sciences Career Academy, $137,733 for Joliet Junior College Mental Health and Wellness Office renovations, and $500,000 for Oak Lawn Senior Citizen renovation project.

Includes grants for ADA compliance projects: $269,786 for Willowbrook High School and $243,533 for ADA-compliant sidewalk ramps in Chicago's 18th Ward.

Requires Governor's written approval of purpose and amounts before any contracts, obligations, or expenditures can be made from these appropriations.
