Appropriates $926,242,700 total to the Illinois Student Assistance Commission for fiscal year 2027 (beginning July 1, 2026), comprising $832,071,600 from General Funds, $28,530,000 from Other State Funds, and $65,641,100 from Federal Funds

Allocates $721,556,200 for the Monetary Award Program (MAP) student grants, with $221,556,200 from General Revenue Fund and $500,000,000 from Education Assistance Fund, plus $6,000,000 for program operations

Provides $50,000,000 for the AIM HIGH grant program at public universities and $13,250,000 for Golden Apple Scholars programs ($10,750,000 for the main program plus $2,500,000 for the Accelerators Program)

Funds various scholarship and loan repayment programs including $8,000,000 for Teachers of Illinois Scholarship Program, $7,500,000 for Community Behavioral Health Care Provider Loan Repayment, $5,000,000 for Veterans' and National Guard grants, and $4,000,000 for nursing education scholarships

Appropriates $43,241,100 from the Student Loan Operating Fund for ISAC's operational expenses including personal services ($13,538,600), retirement contributions ($7,312,600), contractual services ($8,374,300), and group insurance ($5,436,800)
