Appropriates $1 billion from the Commerce and Community Affairs Assistance Fund for federal broadband grants under the Infrastructure Investment and Jobs Act of 2021, plus $50 million from the Illinois Works Fund for pre-apprenticeship programs.

Allocates $616 million from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for economic development grants and loans, including $200 million for local government infrastructure, $100 million for site readiness projects, and $100 million for the Missing Middle Housing Infrastructure Grant Program.

Reappropriates approximately $210 million from the Abandoned Mined Lands Reclamation Council Federal Trust Fund for eliminating hazards from abandoned mines under the Infrastructure Investment and Jobs Act.

Amends Department of Natural Resources appropriations, including $5.68 million from the DNR Special Projects Fund for grant-funded construction projects and $250,000 grants for waterfowl management in the Mississippi Flyway.

Projects funded through multiple bond funds—including Capital Development, Transportation Bond Series, and Build Illinois Bond Funds—will be reimbursed from future tax-exempt bond proceeds issued by the State.
