Appropriates $4.42 billion total for the Illinois Department of Early Childhood for fiscal year 2027 (ending June 30, 2027), comprising $2.09 billion from General Funds, $299.2 million from Other State Funds, and $2.04 billion from Federal Funds.

Allocates $832.1 million from the General Revenue Fund for Child Care Services grants and administrative expenses, plus $2 billion from the Child Care Assistance Fund for the Child Care Assistance Program.

Provides $748.1 million for early childhood education and $212 million for the SMART Start Program, including $200 million for workforce grants, $10 million for quality contracts, and $2 million for an early childhood apprentice program.

Appropriates $275 million from the Early Intervention Services Revolving Fund and $176.9 million from General Revenue for Early Intervention programs.

Includes funding for maternal and child home visiting programs ($28.4 million General Revenue plus $2.5 million federal), the MIEC Home Visiting Program ($21 million), Migrant Child Care Services ($5.4 million), and the Great START Program ($6.2 million).
