Creates the position of Illinois Gaming Oversight Officer within the Illinois Gaming Board, appointed by the Speaker of the House following consultation with the Black Legislative Caucus.

Authorizes the Officer to maintain staff, recommend policy and rule changes, collect gaming regulation data, coordinate efforts between state agencies, and promote diversity in the gaming industry.

Requires the Officer to commission and publish a biannual disparity and availability study evaluating discrimination in the gaming industry and recommending ways to reduce barriers to entry.

Mandates the Officer to develop a mentorship program pairing eligible minority businesses with terminal operator or owner licensees to help black-owned and brown-owned businesses transition into gaming opportunities.

Amends the Video Gaming Act to prohibit disciplinary action or license denial for operating lawful sweepstakes devices, requires previously denied applicants to have denials rescinded and licenses issued immediately, and mandates processing of new applications within 90 days.
