Creates the Educator Health Insurance Task Force to study the feasibility of establishing regional health insurance purchasing pools for public educators in school districts with populations under 500,000

Task Force will consist of 12 members serving without compensation, including legislators appointed by legislative leaders, representatives from school board, school management, teacher, and educational support staff associations appointed by the Governor, and the Director of Central Management Services

Requires a minimum of two public hearings in at least two different counties to examine current health insurance provisions and explore creating at least four regional insurance purchasing pools

Task Force will study local governance options, costs and funding, transition plans for school districts, healthcare accessibility, and integration with state government efficiencies; may also study a statewide Educator Health Insurance Program

Final report due to the General Assembly by December 31, 2026, after which the Task Force dissolves; Illinois State Board of Education and Department of Central Management Services will provide administrative support
