James served as a councilman and treasurer for AFSCME and as a member of the Savanna City Council

James worked for the Illinois Department of Corrections as a correctional officer, in vehicle maintenance, and as a groundsman

Directs the Illinois Department of Transportation to erect appropriate plaques or signs marking the memorial highway
