Directs the Professional Review Panel and Illinois State Board of Education to analyze and model the financial implications of expanding the Evidence-Based Funding Formula to include additional categories of advanced learners beyond "gifted" students

Current funding formula includes $40 per Average Student Enrollment (ASE) for Gifted Investments for students in kindergarten through grade 12

Advanced learner categories have expanded under Illinois law to include accelerated placement, advanced placement coursework, International Baccalaureate coursework, dual credit courses, and enriched or honors courses

Evaluation should consider implementing changes beginning in the 2026-2027 school year

Requires a written report to the General Assembly and Governor by December 31, 2026
