Recognizes Gilman as the first American casualty during the peacekeeping mission in Kosovo, killed on July 4, 1999

Requests the Illinois Department of Transportation erect appropriate plaques or signs along the designated highway

Directs copies of the resolution be presented to Gilman's family, the Calhoun County Board, and the Secretary of Transportation
