Creates the Regional Stormwater and Sewerage Equitable Solution Commission to study antiquated stormwater and sewerage systems in Berwyn, Oak Park, Cicero, and Chicago's South Austin and North Lawndale neighborhoods.

The July 2, 2023 rainstorm overwhelmed Cicero's system with over 860 million gallons of rainwater, flooding 6,050 homeowners, 1,500 renters, and 125 businesses, causing an estimated $333 million in damage.

Commission membership includes 12 uncompensated members: representatives from the Metropolitan Water Reclamation District (whose designee serves as Chair), Berwyn, Oak Park, Cicero, and Chicago's South Austin and North Lawndale neighborhoods.

Department of Commerce and Economic Opportunity provides administrative support, with the Commission meeting monthly in one of the affected municipalities and submitting a final report to the General Assembly by January 5, 2027.

Governor's Office of Management and Budget is requested to submit a separate report with legislation and budgetary recommendations to offset costs borne by residents, businesses, and local governments from the antiquated systems.
