Recognizes the history of military toxic exposures dating back to chemical warfare in World War I, including Agent Orange during Vietnam, contaminated drinking water, asbestos, lead, radiation, and burn pits in subsequent conflicts

Acknowledges that toxic exposure impacts extend beyond veterans to their families, including children born with health conditions related to their parents' service, as well as civilian workers and residents of military installations

Highlights federal legislative progress including the Agent Orange Act of 1991 (Public Law 102-4) and the PACT Act of 2022 (Public Law 117-168), which expanded benefits eligibility for veterans exposed to toxic substances

Honors the sacrifices of veterans, service members, their families, and survivors impacted by toxic exposures during military service
