Urges the Capital Development Board Administrator, in consultation with the Governor's Office and relevant state agencies, to develop recommendations promoting civic buildings that reflect Illinois' regional, traditional, and classical architectural heritage

Calls for proposed revisions to architectural guidelines and procedures for incorporating public input into design decisions for state-funded buildings

Requires the Capital Development Board Administrator to notify the Governor at least 30 days before final approval of any new building design that does not align with traditional/classical architectural standards, along with a justification for the design

Directs that copies of the resolution be delivered to the Capital Development Board Administrator and the Office of the Governor
