Illinois House condemns excessive and deadly force by ICE, Customs and Border Patrol, and Homeland Security Investigations agents operating under President Trump and DHS Secretary Kristi Noem.

Resolution documents 13 shooting incidents between September 2025 and January 2026 involving federal immigration agents, resulting in multiple deaths and injuries across Illinois, California, Arizona, Minnesota, Texas, Oregon, Maryland, and Washington D.C.

Several agent justifications for shootings were found to be without merit by federal prosecutors or judges, including body camera footage contradicting official accounts in at least two cases.

Calls for a fully independent investigation into all DHS-involved shootings, killings, and deaths in custody, plus appointment of an independent counsel to prosecute responsible agents, administrators, and political appointees.

Demands the immediate resignation of Secretary Kristi Noem, or her impeachment if she refuses to resign.
