Illinois House of Representatives commends Raul Tinoco Guevara for 11 years of dedicated service as Chief Engagement and Communications Officer at Rincon Family Services, with impact in behavioral health, community engagement, and public education.

His communications and outreach initiatives have extended to approximately 85% of Illinois, connecting thousands of individuals and families to critical human services resources.

During the COVID-19 pandemic and 2020 Census, he led initiatives including Operation Counting Lives, Operation Saving Lives, and Operation Nuestra Herencia Cuenta, supporting distribution of $450,000 in direct aid to small and local businesses.

He played an instrumental role in developing International Behavioral Health Summits held in Mexico City in 2023 and 2025 and is a contributing author on a forthcoming peer-reviewed journal article on nonprofit leadership scheduled for publication in Autumn 2026.

His work includes the Serenity Garden initiative integrating ecological stewardship with social-emotional wellness, and leadership in LGBTQ+ inclusive practices within statewide communications and program design.
