Directs the Auditor General to conduct a management, performance, and fiscal audit of the Illinois Rural Medical Education (RMED) Program administered by the University of Illinois College of Medicine at Rockford.

The RMED Program graduated 484 students from 1993 to 2023, with 88% of graduates staying in Illinois and 50% practicing within 100 miles of their hometown, but only 56% practice in Illinois overall.

Audit must examine program operating costs and expenditure breakdown, percentage of students from Illinois versus other states, and effects of potential enrollment policy changes.

Requires evaluation of impacts if the program enrolled more Illinois residents, exclusively Illinois residents, or required practice commitments of 3, 5, or 10 years in rural Illinois after graduation.

Mandates cooperation from the University of Illinois system, Commission on Government Forecasting and Accountability, and relevant state agencies with the audit process.
