Born in Arkansas in 1926, Rev. Williams served in the U.S. Army during World War II, including guarding Nazi prisoners of war while facing racial discrimination

Became the first Black employee of the Peoria Housing Authority in 1954 and first Black member of Laborers' Local 165, earning him the nickname "the Jackie Robinson of the PHA"

Known as "Peoria's Pastor," he served at Ward Chapel AME Church for over seven decades, teaching adult Sunday school for 40 years and serving as an elder for more than 50 years

Raised nine children and is recognized as a community pillar who helped open doors for future generations in Peoria
