Amends House Rule 67 to add new subsection (a-5) establishing a formal process for adopting Joint House-Senate Session Rules through concurrent resolution with the Senate

Joint sessions covered include ceremonial occasions, Governor's State of the State address, other gubernatorial addresses, and visits from distinguished guests

Requires adoption of joint session rules by affirmative vote of a majority of those elected, with the full rules set forth in the resolution

If no formal Joint House-Senate Session Rules are adopted, the customs and traditions of joint sessions shall be followed as the default procedure

Applies existing amendment and suspension procedures from Rule 67 to any adopted Joint House-Senate Rules, including the requirement of 71 votes to suspend Rule 67 itself
