Condemns Russia's full-scale invasion of Ukraine that began on February 24, 2022, declaring Russian territorial claims over Luhansk, Donetsk, Zaporizhzhia, and Crimea as meritless

Condemns documented massacres and atrocities against civilians in Bucha, Irpin, Mariupol, Izium, and other Ukrainian communities that resulted in thousands of civilian deaths

Condemns the forced deportation and kidnapping of Ukrainian children from occupied territories into Russia, calling for their immediate return to families and Ukraine

Calls upon Russia to immediately cease military action and withdraw all forces from Ukrainian territory

Directs copies of the resolution be sent to the Governor of Illinois, the Illinois Congressional Delegation, and the Ambassador of Ukraine to the United States
