Amends the Illinois Marriage and Dissolution of Marriage Act to clarify that "child" for child support purposes includes any child under age 18 and any child over age 18 who has not attained age 19 and is still attending high school

Expands factors courts must consider when determining potential income for voluntarily unemployed or underemployed parents, including assets, residence, employment history, job skills, education, literacy, age, health, criminal records, and record of seeking work

Requires courts to consider local job market conditions, availability of employers willing to hire the parent, and prevailing earning levels in the community when imputing income

Establishes that income may only be imputed to a party after conducting an evidentiary hearing or by agreement of the parties, and must include specific written findings identifying the basis for imputation

Clarifies that incarceration shall not be considered voluntary unemployment for child support purposes when establishing or modifying child support orders
