Removes the requirement that student growth data be used as a "significant factor" in teacher and principal performance evaluations, making it optional beginning July 1, 2025

Eliminates the Performance Evaluation Advisory Council and replaces it with a Performance Evaluation Advisory Committee focused specifically on maintaining evaluator training and pre-qualification programs

Removes outdated implementation date definitions and references tied to Race to the Top grants and School Improvement Grants from the School Code

Maintains the four-tier rating system ("excellent," "proficient," "needs improvement," "unsatisfactory") for teacher and principal evaluations while preserving existing remediation and dismissal procedures

Applies to all Illinois school districts, including Chicago Public Schools (districts with 500,000+ inhabitants), with an effective date of July 1, 2025
