Removes the "odor-proof" requirement from containers used to transport medical and adult-use cannabis in motor vehicles; containers must still be secured, sealed or resealable, child-resistant, and inaccessible

Prohibits law enforcement from stopping, detaining, inspecting, or searching a motor vehicle, its contents, driver, or passengers solely based on the odor of burnt or raw cannabis when the vehicle is occupied by individuals 21 years of age or older

Maintains existing prohibitions against using cannabis within the passenger area of a motor vehicle on Illinois highways

Retains the requirement that cannabis be transported in a proper container that is inaccessible to vehicle occupants

Violations remain a Class A misdemeanor, with medical cannabis cardholders and industry agents still subject to 2-year revocation of their status upon conviction
