Creates a competitive grant program through the State Board of Education for school districts to purchase electric vehicles for student driver education courses, beginning with the 2025-2026 school year

Defines "electric vehicle" as a battery-powered vehicle operated solely by electricity

Prioritizes funding for Tier 1 and Tier 2 school districts that have no electric vehicles, lack sufficient vehicles to meet student demand for driver education, and have applied for grant funds

Requires grant applications to include the district's tier designation, student enrollment and waitlist numbers for driver education, current vehicle inventory and condition, and a maintenance/charging/storage plan for the electric vehicle

Subject to appropriation, with the State Board authorized to adopt rules for implementation
