Prohibits lobbyists and lobbying entities from promising anything of value to state officials, state employees, or candidates for state executive or legislative offices in exchange for their support, action, or inaction on specific legislative or executive matters

Banned items include campaign contributions, endorsements of candidacy, and any in-kind contributions when offered as quid pro quo for official actions

Prevents lobbyists from soliciting state officials or employees to violate Section 5-30 of the State Officials and Employees Ethics Act

Preserves the ability to make and accept voluntary political contributions that are otherwise lawful and not tied to specific legislative or executive actions

Amends the Lobbyist Registration Act by adding new Section 3.2
