Amends the State Property Control Act to allow Boards of Trustees of Illinois public universities and colleges with aviation programs to directly sell aircraft used for instruction to bona fide purchasers

Permits these institutions to retain proceeds from aircraft sales in a separate account designated for maintaining their fleet or purchasing replacement aircraft

Requires the Auditor General to examine these separate accounts to ensure proceeds are used consistent with authorized purposes

Defines "qualified transferable airplane" as aircraft owned by Illinois public universities or colleges and used for aviation instruction, flight training, or related subjects

Maintains existing requirements that the Administrator give priority for transferring surplus aircraft to public universities and colleges with aviation programs before selling to outside parties
