Amends the Nurse Agency Licensing Act to clarify that nurse agencies (rather than "persons") must be licensed by the Illinois Department of Labor to lawfully establish, operate, maintain, or advertise in the state

Changes the penalty for submitting false or misleading information on license applications from a petty offense to an administrative fine of up to $500 imposed by the Department

Modifies civil penalty provisions so violations are subject to fines of "up to" $10,000 per occurrence, rather than a flat $10,000 penalty

Requires nurse agencies that underpay employees relative to the hourly wage rate in their health care facility contracts to pay the actual underpayment amount plus 5% damages to affected employees

Updates terminology throughout the Act by replacing "person" with "nurse agency" and removing the word "staffing" from references to nurse agencies
