Requires the Illinois Emergency Management Agency and Office of Homeland Security, in consultation with the State Board of Education, to develop guidance by January 1, 2027 for schools responding to hazardous substance releases or explosions, including evacuation procedures, communication protocols, and training programs

Mandates all school districts develop hazardous substance release procedures for each school by July 1, 2027, in consultation with local emergency planning committees or emergency services agencies

Expands the types of school safety drills to explicitly include incidents involving the release or explosion of hazardous substances under school evacuation drills, bus evacuation drills, and shelter-in-place drills

Adds the applicable emergency services and disaster agency or local emergency planning committee to the list of parties that must be invited to school districts' annual emergency plan review meetings with at least 30 days' notice

Defines key terms including "hazardous substance" (encompassing radioactive materials, petroleum products, and substances under the Environmental Protection Act) and "local emergency planning committee" (established under federal Emergency Planning and Community Right-to-Know Act)
