Creates the Knight-Silas Legacy Act to enhance penalties for battery against Department of Children and Family Services (DCFS) employees performing official duties

Establishes a Class 1 felony for aggravated battery when a person 21 years or older knowingly causes great bodily harm, permanent disability, or disfigurement to a DCFS employee

Establishes a Class 2 felony for aggravated battery when a person 21 years or older knowingly batters a DCFS employee (without causing great bodily harm)

Applies to DCFS employees battered while performing duties, battered to prevent performance of duties, or battered in retaliation for performing duties

Defines "DCFS employee" to include caseworkers and investigators employed by contracted agencies or organizations providing social work or investigative services under DCFS grants or contracts
