Increases the threshold for small estate affidavits from $100,000 to $150,000 for transferring a decedent's tangible and intangible personal property without formal probate proceedings

Excludes motor vehicles registered with the Secretary of State from the $150,000 personal property calculation, allowing them to be transferred separately regardless of estate value

Allows the small estate affidavit to be used solely for motor vehicle title transfers with the Secretary of State without consideration of the total personal estate value

Requires the affidavit to separately list motor vehicles by make, body type, year, and vehicle identification number when transferring vehicles through this process

Applies to decedents whose date of death is on or after the effective date of the Act, which takes effect upon becoming law
