Creates the Consensual Non-Transplant Donation Regulation Act requiring organizations that recover, process, distribute, or store human bodies or body parts for education or research (not transplantation) to obtain a license from the Department of Public Health and maintain accreditation from a nationally recognized agency

Establishes a universal donor consent form that allows donors or their families to specify how donated bodies may be used, designate primary and secondary end users (educational or research institutions), and opt out of certain uses; requires secondary consent if the original specified use cannot be fulfilled

Mandates detailed recordkeeping requirements including chain of custody records, donor medical histories, and unique identifiers affixed to all bodies and body parts to prevent misidentification; records must be maintained for 10 years after final disposition

Sets facility and transportation standards requiring preparation rooms to be sanitary, equipment properly maintained, and vehicles used exclusively for transporting anatomical donations to be locked and secured at all times

Creates the Public Health Licensing Fund to receive licensing fees, imposes Class 4 felony penalties for violations, and requires existing non-transplant anatomical donation organizations to obtain licenses within 2 years of rule adoption
