IL SB0090

Expands the State Comptroller's authority to deduct debts owed to public agencies or associations organized under intergovernmental agreements, including intergovernmental risk management associations and self-insurance pools, from state payments owed to individuals

Allows the Comptroller to enter into intergovernmental agreements with these newly included entities to establish procedures for offsetting obligations owed to them

Requires that deduction requests from intergovernmental agencies or associations be accompanied by a written agreement between the parties or a court order

Maintains existing 25% cap on deductions from wages, salaries, personal service contracts, and pension payments

Takes effect July 1, 2026
