Amends the Adoption Act to allow adoptive parents or legal guardians of adopted children under 21 to petition for a confidential intermediary to obtain identifying information or arrange contact with adoptive parents or guardians of their child's birth siblings who are also under 21

Removes a provision from Section 18.3(e) that previously allowed confidential intermediaries to access records of closed child welfare agencies housed in State Central Storage

Adds new Section 18.3a(r) that permits confidential intermediaries to access records from closed child welfare agencies in State Central Storage for all petitioners, and allows requests for non-identifying information, medical information, and Section 18.3 statements for adult adopted persons or certain adoptive parents

Expands disclosure requirements so confidential intermediaries must provide identifying information about both the birth parent and the adult adopted or surrendered person when original birth certificates are missing or incomplete
