Authorizes Chicago Police District Councils to hold closed meetings to discuss ongoing, prior, or future law enforcement investigations, official misconduct allegations involving specific individuals, or topics that would pose unreasonable risk to criminal investigations or individual safety

Allows public bodies without a principal office or regular meeting building to satisfy physical posting requirements by posting meeting notices on their website, provided they have full-time staff maintaining the site

Exempts gatherings of 2 Chicago Police District Council members from the definition of "meeting" unless gathered for a regularly scheduled meeting or to adopt official actions

Permits Chicago Police District Councils to hold non-monthly meetings by audio or video conference without physical presence, provided members can hear each other, the public can hear proceedings, 48-hour notice is given, roll-call votes are used, and recordings are made available within 48 hours
