Amends the Code of Criminal Procedure of 1963 to make permanent a provision that was previously set to expire on July 1, 2025, allowing counties with populations over 3,000,000 (Cook County) to include Illinois Vehicle Code violations in the definition of "assessments" eligible for waiver

Removes the sunset date from subsection (a-5), which previously limited Cook County's ability to waive Vehicle Code assessment fees for indigent defendants to a temporary pilot period

Maintains existing assessment waiver structure where indigent defendants (income at or below 200% of poverty level or receiving means-based government benefits) can receive full waivers for criminal offenses

Preserves sliding scale partial waivers based on income: 75% waiver for income 200-250% of poverty level, 50% for 250-300%, and 25% for 300-400% of poverty level for criminal offenses

Takes effect immediately upon becoming law
