Expands Illinois' Substance Use Disorder Act to include gambling disorders alongside substance use disorders as serious public health problems requiring comprehensive prevention, early intervention, treatment, and recovery support services

Updates the definition of "gambling disorder" to mean persistent and recurrent problematic gambling behavior leading to clinically significant impairment or distress, and adds definitions for "gambling" (risking money in games of chance including video gaming and sports betting) and "gaming" (playing video games)

Requires the Department of Human Services to establish programs for gambling disorder public education, research, training, treatment, and a toll-free hotline and website for crisis counseling and referrals, with authority to award grants to local organizations for prevention and treatment projects

Mandates that gambling establishments, sports wagering licensees, lottery retailers, and video gaming locations post or display statements selected by the Department regarding obtaining assistance with gambling disorders

Authorizes the Department to make grants using funds appropriated from the Video Gaming Act and Illinois Gambling Act, and adds gambling disorder treatment providers to the Illinois Advisory Council membership and reimbursement rate increase provisions
