Requires charter schools to spend at least 90% of their budget on direct-service costs for students

Mandates that when a charter school closes, all students must be guaranteed a seat at a receiving school and all teachers must be guaranteed a job at a receiving school

Establishes detailed school transition plan requirements for charter school closures, including academic/social support services, transportation options, and enrollment in higher-performing schools

Requires at least 3 public comment opportunities (including hearings conducted by independent hearing officers) before any charter school closure decision, with at least 60 days between proposal announcement and board decision
