Foster parents would receive an initial payment of $480 per child within 21 days of a permanent placement to help cover immediate care expenses

The $480 initial payment would be recouped from the final monthly payment when a child leaves the foster home—if the final payment is $480 or more, that amount is deducted; if less than $480, no final payment is made

Amends the Foster Parent Law (20 ILCS 520/1-15) to add this payment provision to the existing right to receive timely financial reimbursement
