Creates a new Illinois income tax credit equal to the full amount spent on materials, labor, and professional services to soundproof residential homes against aircraft noise from airports covered by the Permanent Noise Monitoring Act

Eligible addresses include homes within the 65 DNL or 65 CNEL Build-out Contour for O'Hare International Airport, or within 20 miles east/west and 3 miles north/south of an east-west aligned O'Hare runway

Soundproofing work must comply with the Illinois Residential Building Code Act to qualify for the credit

Unused credit amounts may be carried forward for up to 5 taxable years if the credit exceeds the taxpayer's liability in a given year

Takes effect immediately upon becoming law and applies to taxable years ending on or after December 31, 2025; the credit is exempt from automatic sunset provisions
