Creates a 3-year, non-renewable temporary permit allowing active-duty military members, military spouses, and veterans to practice their profession in Illinois using an out-of-state license while completing state licensure requirements

Applicants must hold a valid, unencumbered professional license from another state and provide proof of Illinois residency or military-ordered relocation, along with documentation of military status (military ID, DD-214, or equivalent)

Temporary permitholders must comply with all Illinois laws, rules, and standards of practice for their profession, and must obtain permanent state licensure before the 3-year permit expires or lose authorization to practice

Professions requiring emergency or public safety certifications are excluded unless specifically authorized by that profession's licensing board, and licenses governed by interstate compacts are also excluded unless the compact allows otherwise

Effective date is January 1, 2026
